It's mentioned there that there's going to be a "High Tide 2nd Edition", and as an owner of 1st edition, I can only imagine (pure speculation on my part) that this will be a more traditional "all in one" product which will include the rules, annexes, scenarios, and counters. This will also include content for other eras which are different rule sets, purchased separately but run very similarly. You can also purchase the Naval Sitrep products which will often include units and scenarios and other content you can plug directly into the system that seem to be released about. You can go to the website for the entire system (which with some system changes covers late 19th century to now in terms of naval warfare across a lot of products) here: They have a point, in that you're not buying a game at all, but into a system that you keep adding to over time. Some people are balking at this price point and that it's not a complete game.
All told you can get all 5 for a little less than $100. Which right now cover the ships and aircraft of the USSR/Russia and the USA across 4 separate books. Like the rest of the products, after this, you have to purchase the Data Annexes which have the actual unit data separate. This is *just* the rules that cover the years on the cover. So to set some things straight that I see in the comments here.
